i did not have an attorney for my divorce in 2003, i did not know that i could have had my child support order reduced by 1/2 the weekly cost of health care. is this too late to address?

No. You need to file a Complaint for Modification.

I agree with the previous attorney. If you want to modify your current order, you will need to file a Complaint for Modification. Don't make the same mistake twice - get an attorney.

You can have your child support adjusted to the date you file your modification. You may also deduct for payments made for child care. Feel free to contact my office if you would like assistance.
