Legal Question in Family Law in Massachusetts

I was awarded half of my ex husbands retirement in our divorce from 2008. Shouldn't I have access to those funds now? I took my retirement out early and paid a penalty so I know it can be done. I also know he has the amount I was awarded already in his account.
