Legal Question in Family Law in Massachusetts

I am asking on behalf of my 74 y/o mother. She was married to a police officer for 20 years. They have been divorced for roughly 28 years. My mother is stuggling just living on SS w/ zero in the bank. I understand as being a police officer he would have the railroad retirement benefit vs. Social Security.Would she be entiltled to any of his benefits? If so, how do I go about filing for that? Thank you very much.

Since she has been divorced for 28 years, unless otherwise provided under her divorce decree or separation agreement she has no claim against her former husband's beneifits.
