Name on Birth Certificate means parent?
My niece married another woman under influence of heroine, put that woman's name on birth certificate. They are no longer together. The woman also a heroine attick is no fighting for custody to use the baby as a meal ticket for welfare. Can we get custody back from DSS?

You, meaning the uncle and/or aunt of the birth mother, can Petition for Custody of the child from DSS. While the other parent so to speak is on the birth certificate she is clearly not the birth parent. You could seek an Annulment depending upon how long ago the marriage took place and Court order to remove the name of the other "parent" from the birth certificate.
DSS and the Court will act only in the best interest of the child.
