I have a brother who changed my mothers will, leaving everything to himself when she had early stages of demensia. Now 15 years later he is controlling a brother in the same manner with threats because he lives there. To stop the harassment and abuse. Could we petion to turn the house back to the one who pays the taxes on it.

I suggest you meet with an attorney in your area as soon as possible. It may be that you want to go to court and have an independent conservator appointed for your brother. If the current brother has a DPOA or has transferred property you will want the independent conservator to go to court to set them aside.
This is an expensive exercise and may be very upsetting to your brother.
