My brother's ex-wife is slowing down the already agreed upon divorce settlement, but my brother is reluctant to get an attorney involved.

There isn't really a question here, but I imagine that you are asking how to speed things up? If the other side believes they are getting a good deal in the settlement agreement, then they may want to preserve it. Give them a deadline, and threaten to file a contested divorce if they will not execute the agreement. If you do not yet have an agreement drawn up, I strongly recommend that you use an attorney.
