Can you change a childs last name to the stepfathers last name if the biological father is absent from the childs life and not paying child support? State of massachusetts

Changing the last name of the child will not create a legal parent-child relationship, and will still require the biological father's permission and involve filing with the court.

What you may want to consider doing is a step-parent adoption! That would terminate the parental rights of the biological father permanently, and create a permanent and legal parent-child relationship in the step-parent.
