At what age can a child change custody arrangements?

A child can never change custody arrangements; on the Court can.

As a matter of reality, though, the Court often recognizes the "two foot rule:" "If the kid got there with two foots, doesn't want to stay the other place, and is safe, that's where the kid should stay." I have written many response on this question, and you may want to review those posts.
