Can the father's girlfriend take the child out of state overnight without the specific permission of both parents?

If the father's girlfriend is the child's mother and has legal custody, there is no reason she needs father's permission unless a court has ordered otherwise). If the father's girlfriend is unrelated to the child, and is for some reason babysitting, she would normally need permission of a parent with legal custody.
