Is This Possible in Child Custody?

I hope you can help! A Texas attorney told me i needed to contact an attorney in Mass.

My Husband has Twin daughters that he fathered when he was about 17 years old(he is 31 now). He kept in touch with them until they were about 2 years of age(He was forced out of their lives). He has been paying child support since they were born. He has always wanted to be apart of their lives but it would have caused grief and he didn't want to put the girls through that. We live here in Texas and They live in Boston.

My Questions is:

He wants to make contact with them and make them a part of our lives(with the help of an attorney). Where Do we start and approximately what would a case like this run us? (He was granted joint custody at the initial hearing,about 12 years ago.)

Also, we found out not to long ago the the mother of the twins gave custody of one of the girls to her mother. Can she do that without permission from my husband? just give custody over like that. Does this mean he now has joint custody with the kids mother's mom?

Contact the Bar association in Boston for a referral. These questions need to be answered by an attorney licensed in MA.
