Children in Libraries
Minor children are often dropped off and/or left unattended in public libraries. In such cases, who is legally responsible for that child's behavior, health, and well-being? Likewise, many times parents accompany their children to the library, but are totally oblivious to their children and their children's errant behavior. In such cases, what actions are legally allowed by the librarian-on-duty, particularly when the child's behavior is disruptive to those using the library, or is threatening to the child's or others' welfare?

Minor children are often dropped off or left unattended at schools, movie theaters, sporting events, malls, etc. Responsibility depends upon various statutes, the location in question and circumstances/expectations of care in the community (ie do children arrive after school to do their homework, or is the library sponsoring Children's reading hour?. The question you raise should be addressed to the Town Counsel or City Solicitor for the municipality administering the public library. If it is a private library then the answer is much simpler.
