Depending on age, relationship, and other factors, your local child protection agency will determine whether this is neglect. If someone is raising the issue, you should find quarters with sufficient privacy by gender. This is not "illegal" -- absolutely prohibited by statute or case law -- but it CAN be considered neglect, and a court can become involved.
