You need to define responsible as responsible for what.
Assuming you are not divorced and there is no probate order of support, if you are asking can you legally through your child of 18 years old out on the street, the answer is unfortunately yes.
If you are asking if they are 18 and destroy someone's property and do so without the use of a vehilce owned by you, the answer is No.
They are a legal adult.

Parents who are divorced or never married can be ordered to support children up to the age of 23 under certain circumstances, and beyond in very limited circumstances.
