contempt of visits

could you tell me if a parent has not been in touch with the childin over a year and has back child support due does this parent have rights for visits and is there any law that can keep them from getting them?

Child Support and visitation are two different issues. That the parent has not paid child support does not operate as a bar to visitation, and conversely, not visiting the child does not mean that the parent need not pay support. The parent needs to pay the ordered support, but they are also entitled to see their child.
