how is the cost of a QDRO determined? My attorney handling my divorce case quoted 1125.00 for both my spouse's and my retirement funds.

Attorneys determine it either as an hourly rate or a flat fee, Your attorney's quote is in the lower end of the range of costs quoted for such things.
