Legal Question in Family Law in Massachusetts

I am the custodial parent of my 13 year old. Her p

father and I were never married and he has no custody of her. He sees her every other weekend. they have both been asking continuosly for months if she can get her belly button pierced and I have comstantly said no them both. This weekend he took her (without me knowing or my consent)to get pierced! What are my legal rights? I'm tired of him just doing whatever he wants and need to make a statement to let him know I'm serious.
