Can my daughters father keep her on a temporay verbal agreement

I've raised my daughter for 14 years an just recenly I moved to NC an allowed him to have temporary custody of her until I get situated here, now I'm established an I want her here an now he's not allowing her to come with me what should I do?

Only the Court can grant custody.

Retain a Massachusetts attorney to file a Complaint for Modification seeking to modify the order that presumably gave you physical custody to allow you to remove your daughter from the Commonwealth upon demonstrating to the court that it is in her best interest. Good Luck!
