What you want to do is complicated and you need to see an attorney. A father may relinquish his parental rights and the mother may waive the childs right to support, but it needs to be approved by a court of law.

You need to contact an attorney who handles custody matters and adoption issues.

If you like I can refer you to someone who handles these types of matters.
