dismissal with or without prejudice
If a case for CS reduction is being dismissed, what is the difference between dismissing with or without prejudice? If it is dismissed with prejudice, does that mean the payer of CS can never ask for a modification again?

It is rare that a child support complaint is dismissed with prejudice.
I cannot tell from what you wrote enough to state my view.
TO dismiss with prejudice: the case cannot be raised again on the facts presented.
TO dismiss without prejudice: the case can be raised again on the facts presented.
