Does the district court have the right to not vacate restraining order on my request?

That depends on who you are? If you are the defendant in a restraining order action, you will need to file a motion requesting that the order be vacated or modified. The same action should be taken if you are the plaintiff in a restraining order action. If you are the plaintiff, you shouldn't have a problem vacating or modifying the order.
