I had a general question regarding divorce. Is it considered fraud if a name is misspelled on a marriage certificate and the person still signs it with the incorrect spelling of their nsmr. Can this be grounds for annulment? Or would this still be a leagally binding marriage?

The law usually looks at the intent of the parties at that time; and if it was simply an over-sight, and with your bare bone facts, I don't see an issue of fraud!
