To be perfectly honest, there is much debate about the origin of this abbreviation, and what the "ss" actually means.

Its current usage, i.e. "Norfolk, ss.", indicates the location of your case (Norfolk county, for example). The "caption" at the top of the document should also tell which court and division of which court you are in, i.e. "Brockton division of the Housing Court Department of the Trial Court of Massachusetts."
