Legal Question in Family Law in Massachusetts

a dss case out of control

DSS filed a care and protection case against me in June of 1999. The case manager on the case has done nothing but lie and manipulate my case. I have four children and I have custody of my two boys, however DSS refuses to give me back my two girls. The case is to detailed to expalin here, however my appointed attorney states that I have a law suit that has A 90% chance of winning,but he cannot represent me on the case since he represents me on the c/p. Is there an attorney that is willing to look at the case and file the law suit on a contingency basis?
