Legal Question in Family Law in Massachusetts

I have a disable granddaughter that lives with my disable mother. My question is the school keeps going to dss about neglect against my mother. She takes great care of this child. She lives in a modest trailer. Just before the case is about to close without anything being said or done another charge is done. When ask for help in fixing up her trailer or getting help dss never helps or does anything. What can she do about this harrassment. She has no extra money to hire a lawyer. The child is well adjusted and loves living with her great grandmother but the stress of all this is alot for both of them.
