DSS investigations

If I know that a DSS report was filed against someone back in the 90s, can I (uninvolved third party) find out whether an investigation was deemed ''supported'' or ''unsupported'' by the Department and if so how do I find out?

You would have little luck getting this information without a showing to a judge that it was relevant to an ongoing case in which you are a party. The privacy rights of the child and parents or guardians are likely to supersede your own request for the data.
