what is considered timely presentation of bills from the custodial parent to the non custodial parent

This is a fact-dependent question. If someone is pressing you for a $5 co-pay that is a month old, pay it. If it is a 20-year-old $5 co-pay, a judge might not enforce it. If it is thousands, restitution rules the day, even IF they are 20 years old.
