what are my rights as a sole custodial parent if the father refuses to pay child support and we have a court order to do so? can i with hold vistiation?

No. Visitation is not paid for by child support. What exactly makes people think that it is?

File a child support contempt and get it over with.

No you do not have the right to withhold jurisdiction. My suggestion is you file a contempt for non-payment of support.

No, you can not unilaterally withhold visitation. Only the court that made the support,custody and visitation order can change its terms. Retain an attorney to file a contempt action to enforce the support order for the benefit of the child and invoke the statute that entitles you to recover the arrearages with interest and your attorney's fees and to impose a wage assignment to prevent future arrearages. Your child deserves nothing less. Good Luck
