How do you force a family member to repay a money loan

if you have a written document stating that the money owed was a loan or is by court order then you can file a lawsuit in district court, superior court or family court depending on what is owed and why. If there is no written document, whether it be a check or something showing it was a loan then you may not be able to collect.
