father requsted reduction of child support

I live in massachussets and have two kids 5yrs and 8months.He was ordered to pay child support and provide medical for one child,that was 2008. I found out that he requested child support reduction because he included the other child in medical insurance.He also requested to waive parenting time.He still making the same income he did last time we went to court.Is that enough reason to reduce child?

If adding another child to the insurance was the only change, and that cost nothing additional (I have never seen a policy that counted by the kid, so I doubt it did) his claim too reduce his support obligation is unlikely to succeed.
