Father Responsible for Tuition

If a father abandons his family in Massachusetts and then the couple is divorced is he still responsible for some or all of a child's higher educational tuition if they attend school in Florida?

If the divorce happened in the Massachusetts courts, AND the father remains in Massachusetts, the answer is "Yes." The answer is not so certain if both parties have left Massachusetts.
