We had a GAL that ws given detailed instructions in 1998 what his report should include it took him 7 reports to do this at the emotional & financial cost of my family. Do we have a malpractice suit against him?

Assumming you had a claim for malpractice or breach of contract, the statute of limitations has run. Malpractice being 3 years and breach of contract being 6 years.

While certainly distressing and costly, I am not saying you had a claim, but even if you did I think the statute of limitations has run.
