Legal Question in Family Law in Massachusetts

I gave my daughter up for adoption about 8+ years ago, and it is an open adoption. My daughter is now 15, and is not being given the proper care she should. She is emotionally neglected and also suffers from depression and they are not getting her help. She is absolutely miserable, and want to come back to live with me. Is this possible at all? I know with divorce, at a certain age a child can choose. I also know that at a certain age she can request emancipation. Can I get her back home with me so she can get the care she needs?
