My house was sold over a year ago and the escrow has not been divided between my ex husband and myself yet. He has received a court order to forthwith pay back child support and expenses for health insurance to myself and DOR but I have not received any money since the order. Although this order is only 1 week old, his attorney was told back in March to submit money to DOR for the child support and it still has not been done. What kind of paperwork can I file against him and/or his attorney?

You should file a complaint for contempt against your ex for failure to comply with the court order. If you hire an attorney to assist you, the court can also order him to pay your attorney fees, although this is not guaranteed.
I would suggest you contact an attorney and file a contempt and seek an order releasing the escrow funds for your half to you as well as the arrearage of support plus costs and legal fees.
