Legal Question in Family Law in Massachusetts

My husband's 13 year-old niece has just move from Brooklyn, NY to reside with us in Quincy, MA. We (her parents, the child, my husband and I) all want her to attend school here instead due a better environment.

How do we come about having the legal right to be appointed as our niece's guardians to be able to make decision on her parents' behalf regarding education, health, and other decision making? Is there a quick solution without going to Probate Court? We need her to continue her education immediately since the school year has already started.

Also, will I be able to add her onto my family health insurance through my work or still continue with her parents' New York state Benefit Medicaid Plan? Thank you.

There is no quick solution I know of. You can begin the process for a partial adoption if all adult parties consent to it. Often, this process is enough to allow a child to get into school even before the paperwork has been finalized.
