Does dss have a right to do a backgroung investigation on a family member of a person accused of abuse allegations with out permission?

DSS -must- conduct a full investigation. The family member does not have to cooperate, especially if there may be criminal charges as a result.
DSS investigates in two stages. First, is there factual support for the allegation of abuse or neglect? Second (if the the allegation is "supported"), what must be done to provide services to the child abused or neglected?
Anyone likely to come into contact with the alleged victim is a possible subject for interviews and investigation in either stage. That's why it's called an "investigation."
