leaving a state with child

i have been to court to establish paernity and child support. no cusody or visiain decided. I pay the state child support. Can babies mother move o another state withou my or he cours knowledge? What are the steps I should take to get baby back in this state? I have filed for visitation with the courts. How long do I have to wait for hem o geher back here?
