Legal advice for paternity testing

First the situation, then the questions. My brother owes the state of MA a large sum of money for back pay on child support that was accumulated while neither the child nor mother lived in the state of MA. The child was born in MA. At age 2 the mother took the child and moved to another state. Years later the state took custody of the mother's children and my brother again resumed contact with his son. Mother then told the foster mother that she did not believe my brother was even the father. A state ordered paternity test was issued, but the mother did not show. A few more years have now passed and the mother has made contact with my brother. Long story short, she has agreed to now show up for the paternity test and I need to know how to officially get all of this started again. My brother does not talk to any of us about this as every time he tries to clear the mess up it backfires on him and he is afraid to start anything. Second, is it legal for the state to take money from someone when no support is going the mother nor child?

The lawyer in Massachusetts that your brother needs to retain "will know how to officially get all this started again."

When the state took custody of the children,(including your husband's son), and

began paying their expenses, at that time a fully collectable and legal debt began to accrue, due and owing against your brother in favor of the Commonwealth of Massachusetts for the taxpayer support being paid for his son.
