I wanted to know if it is legal for a 17 year old in gerogia to move out of their house legally without their parents permission and what rights the 17 year old would have without living with their parents

Re: Legal Rights for a 17 Year Old
He/she would still be a minor in Georgia, so all the same rules would apply.

Re: Legal Rights for a 17 Year Old
Absent a court order, the 17 year is a minor. Since his contracts would be voidable, no one is going to rent to him, sell him a car, etc., and most employers wouldn't hire him without a parent. If it school he will have problems as the school will still need his parent's signature on everything.
