Is it legally possible for a Massachusetts lottery winner to assign their remaining payouts to another person, to satisfy previously awarded child support and alimony, due to mental health issues?

this question involves a lot of issues, but there is a way to make sure that the money is deposited into an account to pay child support, alimony and the income taxes. The problem is complicated by the mental health issues. The easiest way to deal with this is to have the lottery winner, assuming he is competent, give a Durable Power of Attorney to someone who would then handle the affairs for the lottery winner. The proceeds can be assigned under certain circumstances, but there is a significant tax implication for everyone involved.
