Mental abuse of children

Can one sue for mental abuse of children because they are being told that their parents are bad people, grandparents are not allowed to even speak to them on the phone or have any contact with them, etc? Shouldn't these children be removed from guardians who do this to them? At this point I think foster care might be a better option because the children would be allowed to have relationships with family members that they love.
