modification for divorce rulings.

Once a ruling for dismissal has been rendered can the opposing part reopen the case and try again? If so, how soon after?

The doors of the court house are open to the public. A dismissal of a case is not fixed. However, it is some evidence if the moving party seeks to file a subsequent action on the same issue.

Everything being equal, you can seek a dismissal, and seek sanctions against the moving party.
