Legal Question in Family Law in Massachusetts

What if the mother is collecting child support payments from the father but without the courts knowledge the child isnt living with her, and she isnt using any of the child support for the child? If the father was to prove this, what would the consequences be for the mother?

The mother would be have to pay back the father and may be liable for fraud.
