Neglect in Massachussetts

Is not having any furniture in your house (beds) but you do have sheets and blankets in the home would that be enough for DCF levy a charge of neglect?

Children should have a minimum of comfort sleeping. I suspect that the lack of a sheet-covered mattress on the floor is neglect if this is a full-time home. It is of questionable appropriateness for regular visitation.

DCF's determination of neglect may not be dependent on a single cause or lack.
