You're missing the fact that to get through security, if you're over 18, you need to show a photo government issue ID. My son does not have a driver's licence. The passport is his only form of government issued photo ID.

Go straight to court, file an emergency modification or motion, and get it done.

However, your SON has a right to the document as an 18-year-old. --He-- should call the Passport office and file a complaint that his mother will not supply him with his own passport. Bet they'd be unhappy with her over that; he's an adult, and it is now -his document alone-.

You might also rush to get him a state ID.
