if wife gets restraining order and husband unable to live in house is he responible for paying the bills

The husband is not required to pay the bills unless there is court order that states he must pay.

However if this involves a house and the husband's name is on the mortgage, then he is obligated to make the monthly payments to the mortgage company, as this is a separate contract, outside probate court.

A restraining order does not alter or affect contractual and family obligations. In a divorce action, temporary orders can and should be sought to determine how bills will be paid. You should seek representation as soon as possible in order to obtain an order.
