Legal Question in Family Law in Massachusetts

Question regarding garnishment of SSDI check for child support: a client of mine (I'm a social worker) receives SSDI. Over half of his check is being garnished for child support arrears, some payable to the children's mother, some to the state. He is not receiving enough money to keep a roof over his head. This is a disabled individual who is in a fragile state of health, particularly mentally. He's been told by officials at the probate court that the amount he's paying in child support is appropriate to his income. I am wondering if there is any recourse for him. We have tried obtaining him representation through legal aid, and no help is forthcoming.
