how reissue capius for child support when plaintiff lives out of state (Mass.)?

The capias is not good beyond the state lines. You should turn the matter over to DOR to seek interstate enforcement. You could also seek criminal charges, but DOR may not push them even if filed, due to the cost of rendition.
