revoking an agreement

My sons birth parents have another child and is on the run from Department of Social Services do I have the right to now revoke any and all visits in our Adoption agreement given the current situation

You cannot without an order from the court change visitation unilaterally! However, if they are on the run from the law and are being sought by the authorities then you may want to disclose their whereabouts. If they are on the run and considered unsuitable for visitation you could try and go back into court, based on substantial change of circumstances/best interest of the child and try modifying the agreement.
