Rights to custody

My niece is in DSS custody they don't want to give me visitation or allow me to be the foster parent. The childs parents want me to adopt and my wife and I want to adopt her. I have filed for permanent guardianship which is the only real way I could go before the judge. I am a foster parent and will bee finishing an adoption in the next few weeks for a nephew. Is there a way I can force the childs lawyer and DSS to give me custody

You must litigate your right to adopt the child by litigating and demonstrating your ability to be the custodial guardian, as you are. Neither DSS nor the child's lawyer can be "forced" to agree with anything but what a judge says after a trial.
