my sone and his neglectful mother
i have a three year old son who now for the third time in months has had his penis foreskin to be raw red and irritating to him, my exwife has him primarily and she has physical custody, what do i do? this is the third time that this has happened.....concerned father for his son

Next time you see it, take him to the doctor and get it treated. If you have already done this, do it again. If it's serious neglect, the doc is a mandated reporter. If it's not, the doc will be reassuring.
Things like this require both objective review and documentation. It's difficult to be objective when one has an ex involved.

In addition to Attorney Lee's advice, I would also add that you do not want to accuse the mother of being neglectful or accuse the mother of causing the injury. Above all else, you do not want to ASK the child IF the mom did anything to him. That only puts ideas into children's heads and also might alienate him from you or his mother.
See what the doctor says because there are medical conditions that might cause the symptoms you're describing which might have nothing to do with the mother's conduct or lack thereof.
